The Rio + 20 Conference will take place by the side of a beautiful costal lagoon where lots of raw sewage is discharged. Eutrophication and high rates of sedimentation are major problems of the lagoon. Â Due to the sewage, the lagoons do not provide a safe environment for recreation. Â High rates of sedimentation has made it unfit for transportation. Â Fish disappeared.
This is not due to lack of technology or funds for “sustainable development”, a major issue at the Conference. Â In that area, there are both economic requirements for investments in sewage collection and treatment with an acceptable payback: willingness to pay and capacity to pay. Â It is a wealthy neighborhood by any standards.
The so called “sanitation program” of the area started in 1986! Â Until now, there is no deadline for its completion.
The water utility do not report on progression of sanitation works to the environmental authorities nor to the public. Â This lack of transparency and accountability is the “state of the art” practice in Brazil, mainly when it comes to state-owned water utilities. Â Most of them are highly dysfunctional!
The local utility keep pretending to blame urban development. Â And pretending that this is all due to lack of appropriate individual treatment of sewage, which is known to be more expensive than conventional solutions. And not effective. Â People insist to defecate every single day!
Ban Ki-moon, the UN delegates, the delegations, the NGOs who transformed “sustainable development” in a slogan are not aware of it or prefer not to be aware of it?
Are these the guys who call for a gigantic financial fund and technology transfer to cope with climate change?
